Combine the condensed milk and sugar and the chocolate pieces in a saucepan and cook over medium-low heat, stirring constantly, for 4-6 minutes or until the chocolate is melted and smooth. Remove from heat; add mint extract. Let the filling cool to room temperature (about 20 minutes).
