Roasted Broccoli with Garlic and Anchovy

6 cups broccoli florets (about 1 bunch)
2 tablespoons extra-virgin olive oil, divided
3 garlic cloves, minced
1 ½ tablespoons melted butter
2 teaspoons chopped fresh thyme
2 teaspoons grated lemon zest
¾ teaspoon ground red pepper flakes
2 anchovy fillets, peeled and minced
¼ teaspoon kosher salt
