Baked Ziti with Shrimp and Scallops

8 oz raw ziti (short tube pasta)
½ cup hot water
1 bottle toasted red bell pepper (12 oz), dried
1 (8-ounce) stick of softened, fat-free cream cheese
1 tablespoon olive oil
