Basil Shrimp with Feta and Orzo

1 regular size foil bag for baking

½ cup raw orzo (rice paste)
2 teaspoons olive oil, divided
1 cup diced tomatoes
¾ cup chopped green onion
½ cup (2 oz) shredded feta cheese
½ teaspoon grated lemon zest
1 tablespoon fresh lemon juice
¼ teaspoon salt
¼ teaspoon ground black pepper
3/4 pound shrimp, peeled and pitted
¼ cup chopped fresh basil
