2 ½ cups low-fat milk 2%
⅓ cup all-purpose flour
¼ teaspoon ground black pepper
8 ounces light processed cheese, diced (such as Velveeta Light)

Preheat a large nonstick pot covered with cooking spray over medium-high heat. Add the onion and garlic; saute for 3 minutes or until tender. Add broth and broccoli. Bring broccoli mixture to a boil over medium-high heat. Reduce heat to medium; cook for 10 minutes.Mix the milk and flour, stirring with a whisk, until smooth. Add the milk mixture to the broccoli mixture. Cook for 5 minutes or until slightly thickened, stirring constantly. Add pepper. Remove from the heat; add the cheese, stirring, until the cheese is melted.Put a third of the soup in a blender or food processor and whisk until smooth. Return the soup puree to the pan.
